A plurality of control parts communicable with each other through a data communication network (TU) are decentrally arranged. One of the control parts is set as an information management control part (H1) having a writable nonvolatile storage means. The information management control part (H1), after started by supplying power, executes distribution processing of information for control management which transmits the information for control management stored in the storage means (50) to control parts (H2 to H6) of storage objects through the communication network (TU). Each of the control parts (H2 to H6), after started by supplying power, executes acquisition processing of information for control management which receives the information for control management transmitted from the control part H1 for information management.
