PURPOSE: An antenna and a communication device including the same are provided to reduce a distance between a radiation device and a conductor substrate by arranging a floating conductive member between the radiation device and the conductor substrate. CONSTITUTION: An antenna includes a radiation device(1,2), a dielectric layer(6), and a floating conductive member(7). The radiation device has a feeding part. The floating conductive member is electrically floated. The floating conductive member is arranged between a conductor substrate(8) and the radiation device. The conductor substrate has a high frequency signal source which generates a high frequency signal supplied to the feeding part. A distance between the radiation device and the conductor substrate is 1/16~1/64 of wavelength of a resonant frequency signal. The dielectric layer is arranged between the radiation device and the floating conductive member. The dielectric layer has a dielectric constant higher than a dielectric constant of an air.
