<p><P>PROBLEM TO BE SOLVED: To make scenarios executed in a certain unified order as a whole. <P>SOLUTION: When a plurality of scenarios satisfying an autonomous start condition exist, the in-vehicle device determines an execution order from execution priority based on sorts of scenarios, execution priority based on the autonomous start condition and priority set by a scenario creator, and in the case of determining the execution priority of the scenarios, determines the execution priority from the sorts of the scenarios.
