PROBLEM TO BE SOLVED: To solve the problem that in a conventional driving condition detection apparatus having a function of second-order differentiating vehicle speed to detect variations in acceleration and to determine that a vehicle has a high degree of risks if the detected variation in acceleration exceeds a predetermined threshold value, the driver cannot estimate his or her own safe driving skill using such a driving condition detection apparatus, and to provide a technique for allowing a driver to objectively estimate his or her own safe driving skill. SOLUTION: A vehicle driving evaluation device has a means for periodically detecting accelerator operations, brake operations, and steering wheel operations, and objectively evaluating a driver's skills based on the detection results.
