<P>PROBLEM TO BE SOLVED: To provide a surplus soil treatment device capable of eliminating the need of an improvement material and a primary treatment facility (a vibrating sieve) and a secondary treatment facility (a compression press), capable of performing a treatment with an environment taken into consideration, and capable of effectively reducing the moisture content of treated soil. Ž<P>SOLUTION: A surplus soil pit 12 can maintain airtightness by covering the wall body structure and the upper section thereof by a steel cover 15 or sheets. A vacuum forced-draining facility 23 is installed in the surplus soil pit 12, and the moisture contained in excavated surplus soil is dehydrated and dried by the vacuum forced-draining facility 23.
