<P>PROBLEM TO BE SOLVED: To correctly and easily manage start or stop of equipment configuring a network. Ž<P>SOLUTION: A hub 1 which is provided with a plurality of communication ports 10 connected to equipment configuring a LAN 12 and relaying data in the plurality of communication ports 10 is equipped with: an operation state detection part 20 for detecting a change of operating state of the equipment 9 connected to the respective communication ports 10 for each communication port 10; and a storage part 17 for storing a start condition table 24 and a stop condition table 25. When it is determined whether or not a condition of control information stored in the start condition table 24 and the stop condition table 25 is satisfied on the basis of the operation state of the equipment 9 detected by the operation state detection part 20 and the condition of the control information is satisfied, the equipment 9 is started by an equipment start part 21 and the equipment 9 enters a stop state by an equipment stop part 22.
