PROBLEM TO BE SOLVED: To solve the following problems: a management center of a gas provider has no means to early confirm the normality of a gas providing environment in the periphery of a security alarm incapable of determining the normality of the gas providing environment in the home as the information expressing no detection of abnormality by the security alarm for the predetermined period of time is not included. SOLUTION: A control means 19 of a gas meter 14 inputs the information of abnormality from the security alarm and transmits the information expressing the normality of the gas providing environment in the periphery of the security alarm 16 output by the normality determining means 18 to the management center 21 of the gas provider when the continuous normal period reaches the predetermined period.
