PROBLEM TO BE SOLVED: To perform efficiently a loading test for loading in a horizontal direction by using two actuators. SOLUTION: The two actuators Act1, Act2 apply a force in the horizontal direction to a test piece 11 through a loading plate 12. A target value of a coordinate of a loading point is input into an adder 1, and a deviation from a coordinate of the loading point calculated by a second operation part 5 is input into a first operation part 3 through a filter 2. The first operation part 3 calculates each length of the actuators Act1, Act2 based on the deviation of the coordinate of the loading point, and a driving part 4 drives the actuators Act1, Act2 by using each length of the actuators Act1, Act2 calculated by the first operation part 3 as command values. The second operation part 5 calculates the coordinate of the loading point based on a measured signal by a displacement sensor mounted on the actuators Act1, Act2, and outputs the result to the adder 1.
