PROBLEM TO BE SOLVED: To execute the tracking processing of an object with high accuracy by obtaining an accurate motion vector.

SOLUTION: When it is notified from a tracking point determination unit that the transfer of a tracking point has occurred and the motion vectors of transfer origin and destination are almost equal further, a control unit 171 accumulates sampling points of the motion vector corresponding to the tracking point of the transfer origin. As the sufficient number of sample points are accumulated or tracking point position correction is instructed from a user, a new reference line is estimated on the basis of the sampling points accumulated before a reference line estimation part 174 is instructed from the user. It is applicable when tracking the object on images of a monitoring camera system or the like.
