<P>PROBLEM TO BE SOLVED: To provide an emulation device etc. capable of efficiently performs sound quality check of the speech data and link performance check with software while a speech IC including a built-in ROM where speech data is stored is mounted in a product, without providing predetermined terminals in the IC. <P>SOLUTION: The speech IC 10 reproduces and outputs the speech data stored in the built-in ROM 20 and a received speech data on the basis of a received command. An emulation device 100 is mounted on an emulation board, and a memory interface section 120 is connected to a storage device 70 in which the speech data to be stored in the built-in ROM of the speech IC is stored. A command receiving section 130 receives a command to the speech IC.
