<P>PROBLEM TO BE SOLVED: To provide an organic EL device with increase of an area restrained of a non-light-emitting region and capable of avoiding a whole illumination panel from going off due to inter-electrode short circuiting. Ž<P>SOLUTION: An organic EL element 1 equipped with an upper electrode 40, a lower electrode 20, and an organic layer 30 arranged between the upper electrode 40 and the lower electrode 20, with the lower electrode 20 divided into electrode regions 21 to 2n, and a driving circuit 100 equipped with a power source 110 impressing voltage on fuse wiring parts 121 to 12n connected to the electrode regions 21 to 2n, respectively, and between the upper electrode 40 and the lower electrode 20 through the fuse wiring parts 121 to 12n. In case an abnormal current of more than a constant value flows in either of the electrode regions 21 to 2n, a current flowing from the power source 110 to that abnormal electrode region with the abnormal current flowing is shut off by the fuse wiring part connected with the abnormal electrode region.
