PROBLEM TO BE SOLVED: To appropriately control a light emission luminance by a backlight using a simple process. SOLUTION: A periphery representative value calculation unit 141 calculates, as a periphery representative value, an output luminance obtained by a target block and peripheral blocks around the target block of the backlight formed by a plurality of blocks. A periphery contribution amount calculation unit 142 divides the periphery representative value by a light emission efficiency based on a light emission profile being an output luminance distribution at the time of light emission of the target block, so as to calculate a periphery contribution amount of peripheral blocks to the target block. A light emission level calculation unit 143 divides a necessary light emission amount of the target block by the periphery contribution amount so as to calculate the backlight luminance as a light emission level.
