<p><P>PROBLEM TO BE SOLVED: To provide an image generating system, program and information storage medium, capable of realistically expressing the movement of movable objects moving in crowds with small processing loads. <P>SOLUTION: In the image generating system, a movable object control part 110 divides a plurality of movable objects into a first to n-th groups (N is an integer of no less than 2). The movable object control part 110 controls one or a plurality of movable objects belonging to the first group to move in the direction toward the position of a target disposed in an object space. The movable object control part 110 controls movable objects belonging to a j-th (2≤j≤N; j is an integer) to move in the direction toward one or one of a plurality of movable objects belonging to a (j-1)-th group.
