PROBLEM TO BE SOLVED: To implement failsafe control without making combustion instable. SOLUTION: A control device of an internal combustion engine including a variable valve device that can change a lift and a phase of an intake valve includes a lift control means for controlling the lift of the intake valve by using the variable valve device, and when a failure related to the lift control means is detected, the phase of the intake valve is set to the most retarded angle, while fixing the lift to a predetermined value for the failure. Furthermore, when a failure in which the phase of the intake valve is locked in a predetermined advance state, an opening of a throttle valve of the internal combustion engine is set greater, while changing the lift of the intake valve to a value so that an overlapping amount is reduced.
