Provided is a function enabling telecommunications carriers to easily customize regulation information and regulation guidance. Upon reception of a request of a terminal to start connection via an MGW device, an AS device checks for the state of regulation. When there is no regulation, the AS device connects with the terminal; and when there is any regulation, the AS device obtains the type of regulation (Key) and sends a signal to which the acquired type of regulation (Key) is given to the MGW device. When the MGW device receives the signal, the MGW device obtains the type of regulation (Key) and edits a regulation guidance signal which represents the contents of the regulation using the data corresponding to the type of regulation (Key) and sends the edited regulation guidance signal to the terminal.
