摘要 <P>PROBLEM TO BE SOLVED: To smoothly transfer to self-sustained operation, by quickly processing a large quantity of surplus steams, when a steam power generation facility is separated from a commercial electric power system. Ž<P>SOLUTION: The steam power generation facility is provided for supplying surplus electric power to the commercial electric power system, by domestically consuming its generated electric power, by generating the electric power by supplying steam to a steam turbine 3, and always repeatedly performs an operation (an operation by a surplus electric power quantity calculating means 11) for calculating a surplus electric power quantity by subtracting domestic electric power consumption from the generating electric power by the steam turbine 3, an operation (an operation by a surplus steam flow rate converting means 12) for converting the surplus electric power quantity into a surplus steam flow rate of remaining in operation transfer, and an operation (an operation by a valve opening converting means 13) for converting the surplus steam flow rate into opening of a turbine bypass valve 5 for making surplus steam flow outside a steam turbine system from a high pressure steam reservoir. When separated from the commercial electric power system, operation is transferred to the self-sustaining operation by setting the opening of the turbine bypass valve 5 to opening of adding opening determined by the just near operation to its just near opening.
