<P>PROBLEM TO BE SOLVED: To make a selective call without considering a mobile base station to substantially reduce a time and trouble for connection and to take quick disaster countermeasures. Ž<P>SOLUTION: Each mobile base station 2 is automatically sequentially called at predetermined intervals by a wireless unit 4 mounted on a helicopter 3 and its responsive contents are recorded. An optimal mobile base station 2 for communication is found and stored in the wireless unit 4 and a line control device 7. When a communication request is made by an operator of the wireless unit 4 mounted on the helicopter 3 or an operator of a telephone specifically designed for the helicopter 5 or internal telephone 6 arranged inside a prefectural office, communication between the operation of the wireless unit 4 and the operator of the telephone specifically designed for the helicopter 5 or the internal telephone 6 arranged in the prefectural office is started through the mobile base station 2 stored in the wireless unit 4 and the line control device 7.
