PROBLEM TO BE SOLVED: To provide an effective insolubilizing agent of satisfactory soil miscibility for an eluted heavy metal or the like eluted from soil contaminated with the heavy metal such as arsenic, chromium, fluorine and boron, and a construction method for embankment excellent in constructibility and economy using the insolubilizing agent, when making the best use of the escavated contaminated soil from a tunnel or from under the ground for the embankment of a road, a bank or the like. SOLUTION: This insolubilizing agent for the soil contaminated with the heavy metal or the like is obtained by adding a rare earth salt solution comprising cerium as a main component, and an alkali, in the presence of an inorganic mineral particle, and by generating a fine rare earth hydroxide of high activity, and this insolubilization method insolubilizes the heavy metal-contaminated soil of the embankment of using the insolubilizing agent as an adsorption layer in a bottom of the embankment, and of applying the soil contaminated with the heavy metal or the like in an upper part thereof.
