<P>PROBLEM TO BE SOLVED: To solve the problem that a filling member stacked in a tank inclines or collapses by a partial earth pressure at the time of back filling. Ž<P>SOLUTION: In a storage facility and a penetration facility for rain water and the like where a fitting member is lengthwise and crosswise and vertically stacked in a tank formed by digging down the earth in a plane square shape, the stacked body of filling member is formed, circumference of the stacked body of filling member is back filled and the stacked body of filling member is covered, the stacked body of filling member is comprised of a stacked filling section and a connected filling section, and the stacked section is formed by lengthwise and crosswise and vertically stacking a simple filling member and the connected filling section is formed by lengthwise and crosswise and vertically stacking a single filling member having support sections integrally connected and formed with both support sections which are vertically communicated each other. The connected sections have one face or more than double faces of the stacked filling sections and are disposed opposite to the direction of the partial earth pressure.
