<P>PROBLEM TO BE SOLVED: To provide a cooling base material and a cooling material with the cooling base material which can keep an excellent feeling while maintaining excellent cooling effects for many hours when used repeatedly. Ž<P>SOLUTION: In the cooling base material 2, a sheath part is a cross-linking structure having sodium polyacrylate as a main component and a core part has a needle nonwoven structure containing 3 to 20 mass% of water absorbing fiber A to be acrylic fiber and 0.5 to 30 mass% of 1 dtex or smaller extra-fine fiber. The cooling material A comprises a surface sheet 11 and a reverse sheet 12, is provided with a breathable-waterproof cover 1 of a bag structure having tightly sealable opening part and the cooling base material 2.
