PROBLEM TO BE SOLVED: To provide a heating element having a terminal constitution excellent in productivity, large in allowable current, and excellent in reliability. SOLUTION: The sheet heating element includes: an electric insulating base material 2, an electrode 3 formed by applying and drying, a resistor 4 for generating heat by applying voltage with the electrode 3; and a terminal 5 consisting of a metal plate 5a for electrically connecting the electrode 3 with a lead 7, and a conductive resin material 5b formed on the surface to be connected with the electrode 3 of the metal plate 5a.
