PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of setting a constant voltage for transferring a toner image of an image by quickly finishing the setting of a potential in an solid white part. SOLUTION: A control part 110 sets a developing contrast Vcont using a controlling toner image, in a rotation process executed before forming the image, and sets the constant voltage Vtr4 using a solid white image part (bright part potential VL). Transfer voltage control applied to a primary transfer roller 15 is switched to constant current control, when setting the developing contrast Vcont, and the transfer voltage control is switched to constant voltage control, when setting the constant voltage Vtr4.
