PROBLEM TO BE SOLVED: To provide an alkaline resistant screen wall from which an alkaline component does not dissolve out toward the open-sea side of a solidified improved soil when a soft weak soil is improved and solidified before a marine airport, a marine road, a quay wall, etc., are constructed on a coastal area or a marine area. SOLUTION: A soil improving construction method is provided. According to the method, a plurality of stirring blades 11 are disposed projectingly on the outer periphery of the lower end of a transfer pipe 10, the front ends of the blades 11 are connected integrally to the inner peripheral surface of the lower end of a propeller shaft 3, a soil reforming agent 18 is put into the propeller shaft 3 by pressure from the lower end of the transfer pipe 10, and the propeller shaft 3 and the transfer pipe 10 are turned around a common axis c and moved up and down in a soft soil 9 to form a solidified pillar 19 reaching a deep bed 9' in the soil 9. A deep-bed soil improving construction method is provided. According to the method, the soil reforming agent 18 is a neutral solidifier made of gypsum milk and/or gypsum grain/powder 14, etc., and the neutral solidified pillars 19 reaching the deep bed 9' in the weak soil 9 are arranged in a row via adjacent contact portions 19', using the neutral solidifier, to form a neutral screen wall 20.
