The system has an evaluation device connected with two electrodes (1, 2) for measuring a filling level of liquid material or bulk material in a container. The electrodes are partially arranged one above the other in electrically non-conducting housings (4a, 4b) toward the filling level. The housings align surfaces of the electrodes in a direction of the filling level. A difference calculation device determines the charge on each of the electrodes. The calculation device produces a signal from the charge difference corresponding to the filling level.
