PROBLEM TO BE SOLVED: To provide an in-vehicle device, an information distribution system, and a navigation system for updating map data in each time, when there are facilities, roads, etc. constructed newly or changed in the periphery of a traveling road. SOLUTION: The in-vehicle device uses first communication means installed in a plurality of facilities on the road or in the periphery of the road, to obtain road facility data concerning a road or facility on a digital map, and includes a storage means 202 for storing digital map data including road facility data, a second communication means 205 for receiving road facility data transmitted to each vehicle from each communication means for each piece of road facility data, and an information update means 206 for updating digital map data stored in the storage means based on the road facility data received by the second communication means.
