<p><P>PROBLEM TO BE SOLVED: To achieve the installation of software only to a terminal whose installation is normally permitted. <P>SOLUTION: When receiving software and the certificate of a user from a server device 10, a user terminal 20 signs the hash value of software with the secret key of the certificate of a user, and transmits the signature result to the server device 10.
