PROBLEM TO BE SOLVED: To enable damping performance to be adjusted without deteriorating a seismic isolation effect, and to enable the inspection work of lead plugs to be simplified. SOLUTION: A seismic isolation system 1 has the lead plugs 3 arranged around the outside circumference of stacked rubber 2 and ringlike lead plug bases 6A, 6B provided on both of upper and lower end surfaces of the lead plugs 3 along the outside circumference of the stacked rubber 2. The lead plug bases 6A, 6B are divided circumferentially and fixed to flange plates 4, 5 of the stacked rubber 2 in such a way as to be removable. A pair of the upper and lower divided lead plug bases 6A, 6B and the lead plugs 3 are unified to constitute damping units 10A, 10B. The lead plugs 3 are supported by ring-shaped constraint steel sheets 7 provided along the outside circumference of the stacked rubber 2 at positions between each of the lead plug bases 6A, 6B.
