<P>PROBLEM TO BE SOLVED: To solve problems in which a method carrying out cutoff of quills with sense is fast, but inaccurate and a method using a device is not so accurate and complicated because of use of two tools, though the cutting off operation has been carried out hitherto by directly carrying out cutoff of the quill with sense or using a tool such as device capable of retaining an optional width. Ž<P>SOLUTION: A long claw 1 which can be moved in order to coincide with a target width is applied to a quill and a claw 2 fixed to scissors and being shorter than the long claw 1 is inserted into the quill and the space is widened and the quill is cut with the scissors.
