<p><P>PROBLEM TO BE SOLVED: To provide a filtering device for solving a problem where efficiency for shutting off unfavorable information to a user is low. <P>SOLUTION: A mask information retrieval section 13 extracts a character string included in image information from the image information of digital content received by a communication section 1. A mask information retrieval section 13 retrieves a keyword recorded in a mask information recording section 14 from the extracted character string. A content conversion section 15 replaces the image information with substitution image information when the keyword is found by the mask information retrieval section 13.
