<P>PROBLEM TO BE SOLVED: To solve the problem that ice or snow which has landed on steps of a steel staircase provided outside a building in a snowfall region becomes a cause of an accident causing an injury or death such as a slip, a fall or the like. Ž<P>SOLUTION: A heating element used for melting snow on the staircase is installed on the undersurface of the steps. By installing the heating element on the undersurface, the element is not stepped on directly, and its easy constitution makes possible lower cost and a longer life than those of conventional products.
