<P>PROBLEM TO BE SOLVED: To provide an electronic money system 1 for enabling even a user who does not have a portable telephone 4 which can be charged with electronic money to perform transaction processing by using the electronic money. <P>SOLUTION: A user receives the issue of an electronic money card 3 which can be charged with electronic money by an electronic money card issuing/collecting unit 30, and charges the electronic card with the electronic money by an electronic money charging unit 40, and performs ball dispensing processing by using the charged electronic money by a ball dispensing unit 20.
