PROBLEM TO BE SOLVED: To provide a vehicle monitor/control system allowing inexpensively and easily monitoring and controlling vehicles. SOLUTION: A mesh network is constructed where a monitor device and a relay communicate or relays communicate with each other through communication compliant to IEEE802. 15. 4. standard. The relay collects vehicle information obtained by the sensor of a vehicle monitored or an information input device. The monitor device collects the vehicle information of the vehicle monitored via the relay and sends the vehicle information to an analysis controller. The analysis controller refers to a database or the like and performs analysis based on the vehicle information, creates vehicle control information, and sends this information to the vehicle via the monitor device and the relay.
