PROBLEM TO BE SOLVED: To provide a cosmetic having excellent foam quality. SOLUTION: The cosmetic contains (A) an ampholytic surfactant or an anionic surfactant, and (B) an acrylic acid-based polymer comprising 70-95 mol% monomer unit represented by general formula (1) and 5-30 mol% monomer unit represented by general formula (2) as constituent units, regulated so that the mass ratio represented by components (A)/(B) may be 0.1-50.0. (In the formulas, R<SP>1</SP>is a hydrogen atom or a methyl group; R<SP>2</SP>is a hydrogen atom or a -CH<SB>2</SB>OH group; A is an oxygen atom or -NH-; R<SP>3</SP>is a hydrogen atom or a methyl group; and M is a hydrogen atom, an alkali metal atom, ammonium or an amine).
