PROBLEM TO BE SOLVED: To provide a measuring device capable of efficiently measuring the insulation resistance on a substrate. SOLUTION: This measuring device constituted to be capable of measuring an insulation resistance R between measuring points P1, P2 is equipped with: a measuring part 13 having a voltage supply circuit 21 for supplying a voltage V for measurement, via either probe unit 4a, or probe 4b, and a current detection circuit 22 for inputting a current I flowing between the measuring points P1, P2 of a bare board 100 by supply of the voltage V for measurement, through either of the probe units 4a, 4b and detecting the current; each measuring cable being wired respectively between the probe units 4a, 4b and the measuring part 13; and a scanner unit 14 for disconnecting each measuring cable from the voltage supply circuit 21 and the current detection circuit 22. Each measuring cable is constituted, respectively of a shielded cable 5a (or 5b) for voltage supply exclusively used for voltage supply, and a shielded cable 6a (or 6b) for current input is used exclusively for current input.
