<P>PROBLEM TO BE SOLVED: To solve a problem in a method of forming a functional layer of an organic EL panel by using a droplet discharging method by evaporating a first solvent to form a temporary functional layer and supplying a second solvent by a spray coating method to form additional functional layer; that, when a solvent is supplied to the entire surface of the organic EL panel at a time, there is a density distribution of solvent atmosphere accompanied by evaporation of the solvent between the central portion and the peripheral portion of the organic EL panel and this causes a great distribution in the characteristics of the organic EL element. Ž<P>SOLUTION: By using a droplet discharging method, a second solvent 223 is discharged to the functional regions 117 of an organic EL panel 1 and then evaporated so that a checkered pattern in planar view of regions 117 is drawn with the solvent in order to equalize the solvent evaporation rates in the functional regions 117 of the organic EL panel 1. Next a second solvent 223 is discharged to the adjoining functional regions 117A and evaporated. As the result, the gas atmosphere distribution of the second solvent 223 can be suppressed and an organic EL panel 1 having a uniform characteristic can be obtained.
