<P>PROBLEM TO BE SOLVED: To provide a plasma display panel having high-definition and high-brightness display performance and lower power consumption. Ž<P>SOLUTION: The plasma display panel comprises a front face plate 2 having a dielectric layer 8 formed to cover a display electrode 6 formed on a front face glass substrate 3, and a protecting layer 9 formed on the dielectric layer 8, and a back face plate opposed to the front face plate 2 to form a discharge space, and having an address electrode formed in the direction of crossing the display electrode and barrier ribs for partitioning the discharge space. The protecting layer 9 has a base film 91 formed on the dielectric layer 8, and agglomerated particles 92 consisting of a plurality of agglomerated crystal particles formed of metal oxide, and deposited on the base film 91 to be distributed all over the surface.
