PROBLEM TO BE SOLVED: To at least reduce inter-system interference in an area with a plurality of communication systems co-existing. SOLUTION: A wireless communication device includes a receiving means receiving a cognitive signal including system information on each of a plurality of systems, a metric means preparing metric information indicating the degree of relationship between the own device and a communication system to which the own device does not belong, a state determining means determining whether transmission by the own device is to be restricted based on the system information and the metric information, and a transmitting means transmitting the signal via a predetermined radio resource when the transmission by the own device is not inhibited.
