<P>PROBLEM TO BE SOLVED: To provide an image generation device capable of generating a synthetic image of a decodable two-dimensional code. Ž<P>SOLUTION: A code generating part 13 encodes input data to generate a two-dimensional code. A code synthesizing part 14 synthesizes the two-dimensional code to an image to generate a synthetic image. A code decrypting part 151 decodes the two-dimensional code while the two-dimensional code is included in the synthetic image to generate decryption data. A data collating part 152 collates the input data with the decryption data. When the input data does not coincide with the decryption data, a scanner 1 moves the two-dimensional code in a code moving part 141. The scanner 1 may improve error correction performance of two-dimensional code or may generate warning information to the effect that the input data does not coincide with the decryption data.
