Provided is a terahertz beam steering apparatus and method capable of scanning a terahertz beam at high speed and over a wide angle. A laser device (12) for generating a first laser light (1) and a second laser light (2) which have different wavelengths, a laser optical system (14) for focusing the first laser light (1) and the second laser light (2) on the same common focal point (14b), and a terahertz generator (16) which is positioned at the common focal point and generates a terahertz beam (4) by difference frequency mixing are provided. The laser optical system (14) is designed to enable changing of the relative incident angle ?i between the first laser light and the second laser light at the terahertz generator.
