<P>PROBLEM TO BE SOLVED: To provide a radio base station system which provides a regulation per service of a mobile terminal and regulates services according to a place. Ž<P>SOLUTION: A mobile telephone system has a radio base station (Node-B) which manages a cell in which a mobile terminal A exists, a radio network control device (RNC) 40 which controls the radio base station (Node-B), and a femtocell base station 30. The radio network control device (RNC) 40 determines whether or not a base station control portion can provide services to the mobile terminal A based on cell ID which is the base station identifying information of the femtocell base station 30 where the mobile terminal A is located and service information for the mobile terminal A, and regulates the mobile terminal A through the femtocell base station 30 not to provide the services when it is determined that the femtocell base station 30 cannot provide the services to the mobile terminal A.
