<P>PROBLEM TO BE SOLVED: To make it possible to finely establish usage restriction for functions of a system processing means used through a network without using big development cost. <P>SOLUTION: An authentication-authorization manager 42 of an image forming apparatus permits or refuses establishment of a communication route used by a network processing unit 22 about respective functions of a system processing unit 21 based on function restriction information.
