<p><P>PROBLEM TO BE SOLVED: To provide a method of easily manufacturing a conductive film consisting of carbon nanotubes of low specific resistance with high production efficiency, and to provide the conductive film consisting of the carbon nanotubes having such low specific resistance. <P>SOLUTION: The carbon nanotubes are dispersed in solution in which a perfluorosulfonic acid-based polymer is dissolved as a dispersant in a solvent. Using the solution having the carbon nanotubes dispersed, a film consisting of the carbon nanotubes and having the residual perfluorosulfonic acid-based polymer between the carbon nanotubes is formed by a method of vacuum filtration, and then by drying the film, the conductive film consisting of the carbon nanotubes is manufactured.
