PROBLEM TO BE SOLVED: To dispense with data communication for extracting event information. SOLUTION: This apparatus includes reception means 30 for receiving teletext broadcasting, extracts the event information including a venue and progress of an event based on data included in the received teletext broadcasting, and creates traffic congestion prediction information concerning traffic congestion predicted to occur in the future, based on the extracted event information.
