<P>PROBLEM TO BE SOLVED: To provide a switching regulator capable of high-speed operation while suppressing output variation caused by input variation or load variation. Ž<P>SOLUTION: In the switching regulator, a control signal generating circuit 1 generates a control signal V<SB>Q</SB>for performing on/off control of the switching elements 3, 4 of a DC-DC converter and outputs the control signal V<SB>Q</SB>to a driver logic circuit 2. The control signal generating circuit 1 includes a comparator 10 for comparing an output voltage V<SB>O</SB>with a reference voltage V<SB>REF</SB>, a flip-flop 12 which is set by the output from the comparator 10, a pulse control circuit 13 which resets the flip-flop 12 when a prescribed on-duration lapses after the flip-flop 12 is set, and a reference voltage control circuit 14 (an amplifier AMP2) which monitors the output voltage V<SB>O</SB>and variably controls the reference voltage V<SB>REF</SB>so as to coincide the voltage level of the output voltage V<SB>O</SB>with a desired target voltage V<SB>TARGET</SB>.
