<P>PROBLEM TO BE SOLVED: To provide a control device which suppresses the deterioration of the performance of a module by preventing the over-discharge of each secondary battery cell in the secondary battery module. Ž<P>SOLUTION: The control device 21 includes: a means 32 for detecting a module voltage Vm of the secondary battery module 10m; a means 34 for detecting a current I of the module 10m; a lower-limit monitoring determination means 51; a discharge-permitted remaining time estimation means 61; and a discharge limit means 71. The means 51 determines that a detected value of the module voltage Vm is not higher than a lower-limit monitoring value which is higher than a preset module voltage lower-limit value. The means 61 estimates a remaining time at which the discharge is permitted in the module 10m whose module voltage Vm is lowered to the lower-limit monitoring value on the basis of a difference of discharge characteristics of the battery cells 10c and a detected value of a discharge current I1. The means 71 starts to limit the discharge from a time point when the estimated remaining time has elapsed after the module voltage Vm is lowered to the lower-limit monitoring value.
