<P>PROBLEM TO BE SOLVED: To avoid an increase in the size of an entire device without utilizing a hydraulic pressure for pneumatic operations. Ž<P>SOLUTION: This plumbing adjusting device has: a cylinder section 11 which is installed on a body 1 connected to a lower columnar body P1 and an upper columnar body P2 and which is connected to a pressure oil supply/discharge source P in an output section for lifting the upper columnar body P2 by an operation from the outside; and a piston 12 slidably installed in the cylinder section 11 and moved forward by the hydraulic action on the rear surface thereof. The piston 12 has a projecting shaft 12d having the end opposed to the front surface on the lower columnar body P1 side or the upper columnar body P2 side. A cap member 13 closing one end opening of the cylinder section 11 has a rod body 7 slidably moved in the moving direction of the piston 12. The rod body 7 moves forward the piston 12 when an external force is input into the rear end 7c of the rod body on the outside of the cylinder section 11 while being joined to the piston 12 at the end 7b of the rod body.
