PROBLEM TO BE SOLVED: To efficiently edit a voice data file required and sufficient for speaking a voice guide message. SOLUTION: A computer is functioned as a phrase data storage part 172 storing a phrase data including a voice data of phrases and a text data of the phrases, a sentence editing part 120 for edition-processing a sentence, and a sentence information generation-processing part 122 for generating sentence information including phrase specifying information for specifying the phrases constituting the sentence and sequence information as to a regeneration order of the phrases. The sentence information generation-processing part 122 receives the text data of the sentence, executes sentence division processing for dividing the text data of the received sentence into the plurality of phrases, and generates the phrase specifying information and the sequence information of the phrases constituting the divided sentence.
