PURPOSE: A tire-wheel cap is provided to generate electricity for lighting without a separate generator by using a solar cell attached to the stationary part. CONSTITUTION: A tire-wheel cap connected to a tire wheel(100) comprises a stationary part(200a) and a rotating part(200b). The rotating part is attached to the tire wheel and rotates along with the vehicle. The stationary part is coupled with the rotating unit by a shaft(290) and a fixed plate(230) in which an advertising plane(210) is installed on the outer center. A solar cell(220) is installed on the outer side of the advertising plane. A sinker(231) is installed on the inner lower side of the fixed plate.
