PURPOSE: A phase shifter in which a rotation member is combined with a guide member is provided to easily combine and separate a plurality of sub-phase shifters by implementing the axis of rotation into the separable type. CONSTITUTION: A dielectric substrate(400) is positioned on the upper side among the sides of a reflector, and is made of a dielectric material which has the predetermined dielectric constant. A ground plate is formed in the lower surface or the inside of the dielectric substrate. The first line(402) is a conductor and is formed on the dielectric substrate. The second line(404) is a conductor and is formed on the dielectric substrate. The second lines have the arc length smaller than the arc length of the first lines. The second lines cause the phase change smaller than the first lines.
