PURPOSE: An apparatus for reducing moisture and odor of paint sludge is provided to reduce paint sludge treatment cost and minimize odor generation. CONSTITUTION: An apparatus for reducing moisture or odor in paint sludge comprises: a radical producing device(22) to mix paint sludge(11) of sludge dehydrating device(15); a first storage tank which stores hydrogen peroxide; a second storage tank which stores ozone; a radical generator(28) which receives hydrogen peroxide and ozone from the first or second storage tank and generates radical; and a radical injection nozzle which supplies radical to sludge dehydrating device.
